20 amp heater not put on 30 amp breaker?
The breaker is meant to protect the wires, as the heater should have # 12 AWG for 20 amps and a 30 amp breaker is meant to protect wire of #10 AWG you could have a fire hazard.
Replace the 30 amp breakers with 20 amp breaker and you will be safe

Ralph is correct in his concept. But, the correct figure is 16amps max for a 20 amp circuit. For a known resistive load (as would be the case with a heat circuit), you are only allowed to load the circuit to 80% of breaker size. Therefore, a heater that uses a full 20 amps would, in fact, be required to have at least a 25 amp breaker. Although available, these are not as common. Since you would still be required to have #10 wire, a 30 amp breaker is acceptable.
